Isn't that a non-statement? Doesn't he always have to be ready to put the nuke forces on alert? Isn't that just part of his day-to-day job as president?

I wonder who would have the most partisans?  If we allied with the Brits, we could take central Florida, and maybe the Gulf Coast from Naples north.  We might lose everything north of Gainesville to Georgia.  Certainly everything east of the Everglades, up to Jupiter (save from any help from Burt Reynold's ghost, and yeah, I know that he's still alive) we'd lose to the Cubans.

That's certainly for internal consumption. He's appealing to the principle that once you demonstrate to your own people there's nothing too ridiculously tyrannical to be untrue, anything you charge your opponents with, directly or by innuendo, sounds plausible.

You have to understand how the Russians think about their nuclear arsenal. We view ours as a necessary evil. It's more complicated with them. They're weak, and nukes are the one thing that can force the rest of the world to pay attention to their strategic priorities, which include keeping western and Islamic armies as far from their heartland as possible (an imperative with some pretty compelling historical basis). It's a source of national pride.
