Some have suggested that the olive rank tab is worn by the RAF Regiment or Royal Navy Officers.  I think this is as close as I'm going to get.

When I first saw the picture I was thinking a Brit officer.  They all tuck their cammo shirts into their pants like that. 

But, then again they might not be the only country that does that.

The uniform is most likely British (the Kiwis have a very similar desert uniform).  The patch is Iraq; the dude was attached to an MNCI HQ.
