The writer obviously doesn't know his PC gaming titles that much.  Sure, the big name companies are cranking out the same boring old overpriced crap that they've always done.  It's no coincidence that many of these are cross-platform titles that were pretty much created for consoles in the first place. 

But the ease with which all the small & indie companies have been publishing their fresh new games has been a big boon to PC gaming in the past few years, and it continues.  When I read the author stating that there's less innovation in PC gaming compared to any of the consoles, I just rolled my eyes in disbelief at the ignorance on display.

I don't think the writer was saying that console developers are innovating more than PC developers. He was saying they're on an even keel. Personally, I agree with him.
