Just noticed that a (very) draft "manual" was released with the last update.  Now maybe I'll be able to do more that just fire it up and poke around a bit.

I'll be adding more documentation over the next week or so.  It's very piecemeal so far because we are still adding, tweaking, and moving things around.  Every time I update it I have to swap out UI images that have been updated or slightly altered.  For example, the Economy is currently managed from a tab on the Production panel but it's moving to the Government panel because that's where everything else that's controlled from a "national" level is located.  However, just about all the systems are essentially in.  I'm trying to first add things people most need to know.  There are also more and more tooltips being put in for pretty much everything you mouse over, and that will help people learning the game.  I love watching the UI get more polish and more data get put in. 

I'm happy to say that so far we are right on track.  We set a schedule to update every two weeks and we've kept to it.  We launched on Steam Early Access 6 weeks ago with one playable nation and now after 3 updates we're up to 10.  Once the Ottomans and Italy get in the only Great Power nations left to add are the British Empire and the American Empire.

Absolutely.  You will not have to buy the game twice to play Steam and non-Steam.
