I'm not sure it's the screening.

This entire scandal started when one of the guys couldn't pay his hooker.

Obviously they need a raise.
All that is gold does not glitter,
Not all those who wander are lost;
The old that is strong does not wither,
Deep roots are not reached by the frost.

More likely they need to learn to balance their checkbooks, unfortunately they won't find that kind of help in DC.  :o
