I think this is also part of a current indie bundle.  On my phone (and on the bog!) at the moment so I can't check which one.

It's similar to Spartan and Legion, 2 games by Slitherine. You build up your empire and have real-time battles. It doesn't look nice but the battle engine is one of my favorite for this type of games...not too long and challenging.

That reminds me:  I've gotta find & reinstall my copy of Sango 2.  I've had a mild itch to play that one the last week or two.
