well, Google Mpas lists 2 "Fruitridge" roads, one in Sacramento and the other in Brandon, FL.  So I'm going with your neck of the woods ;)

I live very near Brandon,Fl. and work in that town which is just east of Tampa.
We do have some characters here but that doesn't look like any place in Brandon,Fl. I know of.
I would expect to see that head gear in Daytona Beach,Fl. during bike week.
I used to live there also and bike week there is a very strange and sometimes unreal event.

It has to be Sacramento. The Florida one is a residential street with no small parking lots anywhere along it's length and ends in a cup-de-sac on both ends. The Sacramento street is more downtown- like. Also, the plate looks Californian- possibly 7 characters showing.
