That's Tom Petty as a guest player on bass for Dwight Twilley, with Phil Seymour on drums.  Dwight & Phil both showed up on various Tom Petty tunes over the years as bkgd vocalists.

A World of Fantasy they're live, too, but more stationary
Lay It On The Line, Rik's playing a two-neck guitar and they've got the stupid-looking giant-lights logo behind them

Mind you, I'm doing this all from memory, without cheating and looking up YouTube, but it's making me want to dig out a Triumph playlist on YouTube for some afternoon tunes
