Campaign version means it has the Dynamic Campaign.  It still has all the contents of the old one.
Only downside is the Campaign version does not let you play multiplayer with iPad players.  The non-Campaign one can still pay with iPad players so the audience is more.
Both versions will get the user scenarios that are non-dynamic.

Thanks....that's the answer I was hoping for. I don't do MP or iPad games so that is no issue for me.

Oh my gosh yes. This game is very much about the individual battles. The campaigns are either just a series of historical battles, all of which can be played individually. or a campaign engine that is really just a battle generator with loss carryover. The community scenarios are downloadable right from within the game. You don't even have to do anything special to install them. There are dozens of great ones - see some of the previous discussion.

Trying out the Waterloo community scenario.  Old Guards, Middle Guards, Young Guards from different divisions wearing different uniforms. Good job!  Only thing lacking is that there are no varying formations in this mod. A unit is a brigade (half a division). All are in attack column.  Some approximation of square formation in the rules.

It's not like there isn't a rule book for it!

Released.  You should be able to download it from within the game. 
Sadly it only is available for Pike & Shot Campaigns (not the original, not iPad version) due to some scripts I used.
