NYTimes has a video on the front page called "A Flawed Program" talking about a gov't insurance program for flood victims. They say some places have had over 1M $ paid out on 100k $ houses from repeated flooding. There is also some good footage of the coastal wreckage.

John Stossel has been arguing against it for years.

It's a good program to protect you against unexpected floods in unexpected places. They can happen unpredictably. But there are other places where they're pretty much certain.
