Steam EU refunds

Steam EU refunds are now available, but my English is unsufficient or the text is to unclear for me to understand what this really means : 

ALL CHARGES INCURRED ON STEAM, AND ALL PURCHASES MADE WITH THE STEAM WALLET, ARE PAYABLE IN ADVANCE AND ARE NOT REFUNDABLE IN WHOLE OR IN PART, REGARDLESS OF THE PAYMENT METHOD, EXCEPT AS EXPRESSLY SET FORTH IN THIS AGREEMENT.

IF YOU ARE AN EU SUBSCRIBER, YOU HAVE THE RIGHT TO WITHDRAW FROM A PURCHASE TRANSACTION FOR DIGITAL CONTENT WITHOUT CHARGE AND WITHOUT GIVING ANY REASON FOR A DURATION OF FOURTEEN DAYS OR UNTIL VALVE'S PERFORMANCE OF ITS OBLIGATIONS HAS BEGUN WITH YOUR PRIOR EXPRESS CONSENT AND YOUR ACKNOWLEDGMENT THAT YOU THEREBY LOSE YOUR RIGHT OF WITHDRAWAL, WHICHEVER HAPPENS SOONER. THEREFORE, YOU WILL BE INFORMED DURING THE CHECKOUT PROCESS WHEN OUR PERFORMANCE STARTS AND ASKED TO PROVIDE YOUR PRIOR EXPRESS CONSENT TO THE PURCHASE BEING FINAL.

IF YOU ARE A NEW ZEALAND SUBSCRIBER, NOTWITHSTANDING ANYTHING IN THIS AGREEMENT, YOU MAY HAVE THE BENEFIT OF CERTAIN RIGHTS OR REMEDIES PURSUANT TO THE NEW ZEALAND CONSUMER GUARANTEES ACT 1993. UNDER THIS ACT ARE GUARANTEES WHICH INCLUDE THAT SOFTWARE IS OF ACCEPTABLE QUALITY. IF THIS GUARANTEE IS NOT MET THERE ARE ENTITLEMENTS TO HAVE THE SOFTWARE REMEDIED (WHICH MAY INCLUDE REPAIR, REPLACEMENT OR REFUND). IF A REMEDY CANNOT BE PROVIDED OR THE FAILURE IS OF A SUBSTANTIAL CHARACTER THE ACT PROVIDES FOR A REFUND

It's just legal mumble jumble to avoid EU law. Now when you buy you have checkbox where you have to resign from right to 14-day withdrawal period. For more check out this:

Correct, although the agreement seems to provide room to cancel preorders.  For anyone foolish enough to preorder anything in the first place. ;)

Agreed...in this day of unfulfilled promises, buggy releases that are really betas and just awful games, I don't preorder anything.

So Europeans still can't get a refund after puchasing something, I'm guessing?

That's right.  It's EU law that you can get a refund even on digital goods, so this is Valve's way of circumventing the law.  As with all such things, it probably wouldn't hold up in court, but someone would have to take them to court first...

Law - cracks me up. So a law was invented - which was followed by a law to circumvent the law.

Ok - before JH comes crashing in here - not the correct terminology I'm sure...but still, a law has been created to "presumably" protect the rights of the consumer and someone has come up with a legal way of circumventing that law.

It's the way of things these days, isn't it?  ;D

Entities can write any BS they want into a document and essentially circumvent law(s) until someone, or a group of people, cough up the capital, time, and effort to challenge them on it.  Happens in both the private sector, like this, and within the government on a regular basis. 

Been happening in our gov't quite a bit lately.
