Rome: TW Public Order Problem

I ended up playing the first Rome: Total War for a couple of days, as the Seleucids. Everything has been going well, except for a couple of cities. Mainly, Memphis has a terrible Public Order and has just revolted in the middle of my war against the Romans. I have built all the buildings I can to improve public order, and even with a full stack in the city and Low Taxes it's near or below 100%. I am playing the Seleucids on Normal. Any suggestions? It's a very good city, but it seems to hate me.

Is the game giving you any indication why PO is so low, like mousing over the PO or buildings and details poping-up? Could be a cultural clash and you may need to demolish some buildings and build new ones that up PO. I can't remember how exactly RTW handled all this but I seem to remember some units being better at increasing Public Order than others, check their unit details to see. Also, some Leaders increase or decrease PO too and you also may have an enemy spy camped-out in the city causing problems. If changing the Tax Rate doesn't affect PO then that's probably it. Try putting one of your own spies in the city to counter it and then 'off' him with an Assassin if you have a good one.

LOL. RTW has many astonishingly bad design/interface choices. The lack of tooltips and mouse over for almost anything is one of the most egregious faults, especially considering how many cities and units you have by the early game. RTW has basically the worst UI I've seen, at least any game that's actually good (which it is!)

That could be, I rarely use defensive spies or assassins.

The way that PO through troops works is entirely based on troop count, so the best ones for cost are Peasants, though if you want more defensive oomph Levy Pikemen are an alternative.

What finally happened is that after I took the city back I chose to execute citizens, then filled it to the brim with Peasants. Seems to be working out.

Unfortunately RTW2 will not run on my laptop. Really there are only one or two cities I usually have a serious problem with, though it is pretty silly to have the cities filled with peasant conscripts.

RTW and EU4 are basically my time-sink games. They can be played with very little in the way of concentration, not because they're super-easy but because I understand them so well from repetition. Conquering Asia as the Ottoderps or the Romans is sort of like Zen meditation.

Let the city grow as large as you can manage and then let it revolt. That allows you to trim their numbers and raise their happines (yes people where weird back then).. :knuppel2:

The best mod to fix any RTW, or RTW2 issues for that matter, is Roma Surrectum III (for RTW). It doesn't get better than that folks  :smitten:
