Link above is for Kalypso's "Loyalty Bonus" program for Legends of Pegasus. If you e-mail them proof of purchase for LOP they we send you back steam serials for "Patrician IV" and "Dungeons". Not bad, at least they are trying to appease their customer base.

In this thread on the Steam forums it appears Amazon is giving refunds for Legends of Pegasus. Now that's customer service. Much better than Steam.

I've heard that Steam, after much pressuring, may give a one time refund but I have never asked for one so I can't verify this. I was very impressed when Gamersgate gave me a refund on a game once that would not install because of Securom.

What the hell is wrong with developers and publishers these days.  The damage to the brand name has to out weigh the benefit of pushing out garabage for the sake of getting it out of development.  Cancel the project and suck up the loss if it's that bad or make a public disclosure of the state of the game.

I've had Steam give me a "one time refund" for a game I really found to be unplayable.  The refund wasn't for cash but for credit on Steam (Steam Wallet).  I didn't really have to pressure them, but they did make the point that it was a one-time thing.

It's actually been improving.

Also, I too got the 2 bonus games.
