Compass Games "Combat!"

Any Combat! players here? Got it for Xmas and have a question regarding stacking.  In the intro scenario 1 you place 34 enemy counters in a cup, you draw one at a time and place them on one of 12 hexes listed.  Do you stop at 12 and leave the rest in the cup and not use them in the scenario, or do you continue to draw and stack them until all of them are placed?  And is stacking allowed at all in the game?  Can't find a reference to it in the rule book.  Thanks.
