OMFGs! I wasn't actually looking for Pigs on the Wing! I was just being snarky because I recognized the Battersee Power Station outlines.
I should have looked closer before posting. If that's intentional it's a classic movie easter egg. I still don't know the film though.

The makers of Children of Men deliberately flew the inflatable pig as an homage to the cover of Animals.  In the movie, the Battersea Power Station is the home of the Minister of Art and has been transformed into the Ark of the Arts- a kind of museum. As classic album covers are art, the inflatable pig is entirely appropriate.
