I could see our leadership from the 1940s/50s doing something like that.

Hell, Kennedy's generals were trying really, really hard to convince him to do a first strike on Cuba with nukes.

Personally I think our bomber strike packages need to start with targeting the CNN, MSNBC, and other media whore empires first before going after these other terrorists.  ;D

That has about as much a chance of happening as them aggressively pursuing these animals.

It wouldn't even need to be nukes. We can deliver a thousand tons of ordinance of various flavors from anti-personnel to Durandals and bunker lances at accuracies within a few feet now (so we can limit the large blast radii rather than having to carpet bomb them in streaks). Nitrates salt the earth, it's good growing land a few years from now instead of poisoned for practically ever.

the biggest problem is "what do you do after you kill them?"

the Iraqis / Syrians still can't govern the place, and the Turks won't let the Kurds do it.

Yeah, pretty much. Like I said, killing them is one thing, killing their ideas is something totally different. We're talking about two choices here:

One, Westernize them.
Two, mass genocide and subsequent Lebenstraum-like re-colonization.

While two is not a logical or even practical application, obviously, Option One is probably even less so.

We've gone a decade plus in Iraq and Afghanistan not letting our troops fall into their hands (other than two early on  in Iraq who were quickly killed and Bowe Bergdahl). It's actually more likely to happen with the small numbers we have on the ground now than with large numbers who can saturate an area and make it hard for these people to surprise units or move prisoners.
