One question I have not seen answered is where the frakk IS-Hole keeps all its stolen oil money. Supposedly they make obscene amounts of cash from the oil wells they control. That cash has to go somewhere. Do they keep it under their filthy mattresses? If it is placed into the international banking system for safe keeping then there has to be a middleman (bank, country, multinational company) to launder the ill-gotten gains. It should be possible to figure out who that is and attack that entity financially and make the whole Outlaw Caliphate thing a bit less lucrative because, at the end of the day, behind all the raving nutjobs there have to be some regular old greedy warlord crimebosses who have simply monetized the so-called jihad.

They've taken entire towns. Towns have their own banks and are filled with paper money, gold, and other valuables. And I suspect there are a few Swiss bankers who will help them connect the dots in making electronic transfers. :/

In doing so, Obama has been relying on congressional authorizations that President George W. Bush used to justify military action after the terrorist attacks of Sept. 11, 2001. Critics have called the White House's use of post-9/11 congressional authorizations a legal stretch, though Obama has previously argued that a new authorization isn't legally necessary.

White House spokesman Josh Earnest said Thursday that the administration is dedicated to getting a new authorization with bipartisian support. He declined to comment on specific provisions, including how long the authorization will last, what geographical areas it will cover and whether it will allow for the possibility of ground troops. Earnest said those details were still being worked out.

There are probably at least two reasons.

First, he wants bi-partisan support to both cover his position as withdrawing from the region and in case things go bad.

Second, this may be a longer term action than the toppling of Khadaffi.

I'm with Wing, if they are selling 1000s, 10,000s, 100,000s of barrels of oil per month it cannot be hard to track the physical movement of that volume of goods.
